Government servers handle millions of applications. They don't need a high-definition art piece of your signature; they just need a small, legible black-and-white image to print on your ID card. Keeping the file size small saves them massive storage costs.
While every exam is slightly different, the "Golden Standard" that works for 90% of forms (including PAN and SSC) is:
Step 1: Take a Good Photo
Sign on a clean white paper with a thick black pen (gel pen is best).
Do not use a pencil or blue ballpoint if possible. Take the photo in bright daylight to avoid shadows.
